From what I've heard, the McMichael's didn't execute a proper arrest, so they are punishable under the law. BUT! The police surrendered jurisdiction in that area by refusing to address the burglars, so they had no right to press charges and the law shouldn't apply.
The problem is with police choosing when and where to do (or not do) their job on any given day. If the PD surrenders territory (CHAZ) to the Thugs, they don't get to come in the next day and pretend they are still in undisputed control. You can't retroactively apply Rules to a Lawless zone.
