I personally think that the 10 kings are accumulating power and influence behind the scenes right now. These are rich and powerful people that aren't leaders of a country now, but when the luciferians and the beast get power they will be revealed. Maybe these 10 kings are coming from one of known entities (Rockefeller, Rothschild, etc). They are fulfilling prophecy but are on the losing side.
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
13 These have one mind, and shall give their power and strength unto the beast.
