They are starting to die. Look in to silent generation. There is an absolute limit to human life and they are reaching it or they are at a point if they do not die it will be noticeable and investigated. While they are in control of this DS thing that manipulated people on a societal level, moves countries and crushes economies, they may be really crappy parents and/or trainers. They have not been able to properly prepare the replacements. Those that are moving in to real leadership positions are in over there heads. They are messing up cause this is new to them. A changing of leadership is always tumultuous.
