We've seen the Australia stories where police arrest innocent people who are minimally living their lives and stay outside a few minutes too late.
The key to winning is making those govt operations too costly to continue.
What if people joined forces and set up traps for the police. Have an old lady stay out too late. When the police arrive to arrest her, have your people come out of the bushes, surround the police officers, steal their gear, strip them down to their underwear and cuff them to a park bench. Maybe break a few fingers or an arm. Then leave.
If these traps were to begin gaining traction, all of a sudden the govt would need to reassess the cost of those operations and likely pull the plug. Further, because people would figured out how easy this would be to replicate and generalize, they would gain much more power themselves which would only add to the cost increases govt would have to pay and police officers would begin second guessing their willingness to enforce.
