Unlike Dane I don't think this has anything to do with "Climate Change' except as a cover story. They just want to control the weather and control human minds.

CLIMATE, verb intransitive - "to dwell; to reside in a particular region". Let's see...what currently ongoing would represent a change of residency in a particular region? Could it be "Replacement Migration"?
