Aren't medical professionals, doctors and the like responsible for sending VAERS reports? It's not like submitting a score to IMDB lol.
and there was at least one hospital punishing someone for filling out all those reports.

What you are thinking of is the fact that health care providers are obligated to report adverse reactions from their patients to VAERS. Of course that's actually if they will believe the patient and not just dismiss their concern. That being said anyone can submit a report literally anyone with a computer. There are reports on their of men getting pregnant from the vaccine lol.
Vaers was designed as an early warning system, to pick up on stuff that was missed in trials. There is a big difference between testing something on a few thousand people, and injecting it into millions.
and as we know from Project Veritas there are many times when doctors are not reporting it in, hospitals are telling doctors to not report, doctor can't be bothered or doesn't have the time to report, and doctors flat out refusing to report due to their belief it might harm the vaccine roll out.
Ah. I thought it was all on the hospital staff to report. In that case, I can't help but feel it's been intentionally left open to abuse so mass reports can easily be simply dismissed with a hand wave.
