doesn't understand that laws must be enforced by someone.

As form (life) within flow (inception towards death); flow represents the velocity that defines the laws of nature for the resisting form within, so it's ALL that makes the laws for the ONEs within...not the laws of men suggested by others ONEs. Ignoring the former for the suggested latter is what causes lack of understanding.
