Carbon fiber is more coherent. They can organize graphene into fibers. When combined with other substances it could do as you state, interfere with emf. Could also interact with it. If the fiber was polarized then EMF could control its movements….
I knew chemists in grad school that did nanotechnology building-block type stuff, and I swear what they did seemed so rudimentary as compared to how far materials chemists have already taken things.
It would be kinda interesting to take a look back at some people I've known and see how many times their papers got cited over the years, just to see if the stuff they did was actually applicable.

I think it would be more interesting if it is really some cool advanced technology, because any technology have a very important property - anybody could use it if understand how it works. Say, if vaccinated sheeple who like that tracking crap suddenly start to turn into zombies, that tracking crap will be a very good tool to avoid big crowds of vaccinated zombies.
