I have just learned about the institute from your message, I still have not done the proper research to determine it as proof of complete jewish funding all throughout Hitler's time.
Please note that Eugenics ideas were nothing special back then, the Americans and many people had them.
Things have their complexities, the Jewish bankers may have indeed wanted someone like Hitler in power at the start and funded his early rise, or they may have thought they can keep him in check.
