This is the far more likely explanation. I expect elderly deaths are much, much higher from the experimental gene therapies, but heart attacks and embolisms are easily hand waved away as “unfortunately common at this age.”
Think about this: Is age a more important factor than dosage for other acute toxicity such as alcohol poisoning?
He's saying age is a factor in perceived cause of death being age. He's not saying it's actual cause of death.
I’m suggesting dose is a more immediately important factor than age when you’re concerned about over doses.
