Because the uses of the word "vaccinated" is different in the two cases.
In the first, "unvaccinated" means "vaccinated less than 14 days ago" OR "unvaccinated.
In the second, it means "has had the vaccine".
The vaccine is killing people: It's a pandemic of the vaccinated.
