Devil's advocate: murders are only one part of the total crime rate they may be measuring. For instance, if murders double from 5 to 10, but thievery's drop from 1,000 to 100, then total crime has indeed dropped even if total murder has doubled.
Technically, they said Crime is not [up]. That seems to imply quantity over quality.
To be clear, I am no fan of vox, but this seems like a semantic misunderstanding.
