The German government does not want riots like in France so they are distracting the people with a "lets all pull together" moment of national tragedy so people would feel shamed for criticizing the government.
If Germany can regularly flood then it would be extra easy to seed a bunch of storm clouds where they need to and give them a major downpour to create a bad flood when and where they need one.
