It works like this.

They gather people up into think tanks and create alternative futures (scenarios) for the world and publish documents on it.

"Philanthropists" (billionaire social engineer big tech types) read those documents and choose the scenarios they want to see come to life, by funding them.

They are playing Sim City with our lives.
