It makes zero sense. If you lose half of your workers to the vaccine then about the same or more of the population will die too. This means you won't need to produce as much oil as demand will fall.

This is a larp.

Not really though. You can operate something like a refinery or drill platform with 50% of a crew. You either have all or you got nothing.

So you shut a few down temporarily or you cut hours from 24 to 12. Why produce gasoline that won't be used?

You want the other guy to shut down, not yourself... So you want to staff.

You have to run that stuff continuously 365/24/7. If parts of a oil refinery aren't shutdown correctly, it can take months to get them restarted. Stuff solidifies, has to be purged.
