because Israel uses both preventative and defensive measures

There are ways where those "preventive and defensive measures" would fail.

If Al-Queda and ISIS and Hamas wouldn't be controlled by israel would be already dead from ebola or would face chemical attack so powerful that all "zyclon-B in Hitler's camps" would be small fart in comparison. Especially if Hamas would have real big support of Iran.
