Did you not read that correctly? Israel has the Iron Dome. They didn't provide access too the Americans. Americans have Thaad and other defenses. Many of these are more specific to longer range and other threats. Israel didn't provide them with the access codes. A security risk. Despite of possibly using American missiles like Patriots, and possibly even the delivery systems. Because Mossad has been at work building up that database. These codes identify a range of targeting. Local missiles. Some of these codes have been intelligence shared.
But access to it is a hard bargain. It would be as ridiculous, as Turkey asking Russia for its S400 codes. It might have bought one, so why not?
Correct me if I am wrong. It is not my field. But from understanding the defense systems have codes enabling them and threats. So allies aren't shot down when the system is turned on. Again think it works the other way on identifying threats. Many have coding into the targeting.
This is why they can be fooled or allies sometimes get targeted. In the case with Syria shooting down a Russian plane with its s300 system. Or Iran shooting down an international plane when its system was armed in the recent missile attack on the Americans. Etc etc.

The Iron Dome is probably the best missile defense system on this planet. Not much gets through it. But even it probably wouldn't do much against even better missiles. Which is why they don't want Iran with nukes.
Even the best missile defense can be overwhelmed not by those shit rockets, some did get through, 1000s were shot, but barely. Speculatively some of them were brand new and also the volume shot meant some got through.
Okay a nuke you cannot afford to miss. Now there is a huge problem. As it is designed to reach far greater speeds and hit a much bigger area. Nukes can be shot down. Overwhelm the defenses with these latest nukes with multiple warheads and any defenses are screwed, or with nukes that fly at much quicker speeds like hypersonic.
The technology is advancing into railguns and lasers as defenses, but this hasn't quite got there yet.
Even then defenses can be flattened, by drones, some are real low tech, flies under radar hard to detect. The case with Syrian air defense and a kamikaze drone. Or the Saudi oilfields which used much better drones.
