This is part of a recent change to combat vote manipulation, it's not a permanent solution. It was mentioned on the changelogs: https://communities.win/p/12iNisblbB/minor-changes-to-voting/
Discarding votes is a big deal - we never want to do it, but as a short term solution, it was necessary.
