Compare Swine Flu of '09 / H1N1 to Covid-19. World of a difference.
I think Covid-19 was a test of governments, media loyalty/compliance, and of course the proletariat.
They tried to the same thing with the swine flu and the avian flu, this is just the first time it worked.
He didn't lead any lockdown charge. Governors made the decisions and he tried to support them once they declared emergencies, which is his duty.
