They are also being paid via the bail system.

rioter goes out and fucks shit up or assaults someone to get arrested
rioter gets arrested
soros funded front group posts the bail for the criminal, in the criminals name
soros bought and paid for DA drops the charges
rioter gets the bail money

it's like a bonus.
