The phrase quoted above is an uneducated one. The idea it's trying to present is simply wrong. The US security clearance system does not work in the way that the "highest security clearance" holder can review whatever he or she chooses to review.
Said system works as an administrative determination regarding whether or not a certain official individual in a certain branch may access certain information classified by each information's governing body. Meaning: Each information's governing body gets to determine which people need access to the information in advance of the actual issue being faced.
We assume the POTUS would need to know everything in detail to do his or her job as the commander in chief. But the US laws do not agree with the assumptions and they allow the branches and the departments to 'keep secrets away' from the POTUS when it deems necessary. In short, although the POTUS is the top dog of the US executive branch and the head of the US government, he or she doesn't hold all the keys to the US government chests.
This is why Madam Hillary's so called private email server and its access to SAP material means so significant. -- It means someone in those SAP material's governing parties have allowed Ms. Clinton to access those material, not "she was able to access since she was the US secretary of state."
And before we suggest "Well, Trump could still order appropriate official departments to bring out certain materials to him," we'd need to remember that in 2020 the US state department, under the none other than Mike Pompeo (:D), has promoted the diplomat who testified against Trump on the impeachment trial.
