One would have to have people agree to certain things critical to community survival. For example, the need to not contaminate the water table with sewage from having no septic handling.
If there are no construction codes then there cannot be fire fighting of much consequence. I think a big problem would be 'live free' extreme people who would not agree to any regulation.
Some small part of municipal structure does exist for the good of all.
But anyway, I would be willing to put money in to a group effort as long as we have some general safeguards. I would also be willing to contribute with a science and engineering / facility, maybe a community tool shop / workshop. Shared - not Commie shared - tools people could borrow to build their own things anywhere from furniture to framing to finish carpentry. Under condition of 'you break it, you replace it'.
But many problems. A community would need a gas station, maybe propane. Eventually electricity, Communications too; and these days Internet is vital. None of this comes cheap. Unless you want to live Amish simple and primitive.
These days we cannot make a Randian 'Galt's Gulch' - life has become too complex for such an idealist fantasy place.
