Pedophilia is an urge, rape is the crime. This is exactly how this works. We hold criminals accountable. Not people who have aberrant thoughts.

Can you construct a hypothetical scenario where a person would sexually abuse a child without having the impulse to do so?
I am not attracted to my hand. I have sex with it quite often.
I am no longer attracted to my wife. I have sex with her as well.
I don't like my job, but I like money.
Now for the opposite:
I am attracted to my neighbors wife. I have never raped her.
I am attracted to many people in public. I have not raped them either.
I like money. I have never robbed a bank.
I would like to beat my supervisor senseless. I have never been in a fight.
I once found a rather curvy piece of drift wood to be sensual. I did not fornicate with that piece of wood.
So no, you can't.
Every person who commits sexual child abuse, is a pedophile.
There are pedophiles who aren't child sex abusers, but the reverse is definitionally impossible.
