I think the idea is that behind the facade of the “civilian” space program (challenger, discovery, etc) there is a “military/secret” space program. The explosion, in that scenario, would have been of the real military vehicle, which explains why the civilian crew is “still alive”, I’m not sure which, if either, scenario is true but there’s certainly more to the story I can recognize that much.
