I really think they want to keep Biden in the Oval Office, regardless of health status, until Q1 2023. If Biden resigns any time after January 21, 2023, Kamala can serve as POTUS for the remainder of Biden's first term, then still be eligible to run for president twice more (see the Twenty-second Amendment).
