I'm guessing they lost power and have a cold house is why it's not melting.

It melts, like as soon as I step into my house the snow that was on my shoes changes into water.
It is very, very fluffy and light snow. Cant make a snowball with gloves on, it just crumbles. With no gloves though, the outside melts enough to make a snowball.
