He announces this since 2000. From euro too. However, Central Bank of Russia is still the private company with unknown owners, independent from Russia's government and obeying only to IMF. He did it every time, when authorities want to stole money from pockets of citizens by devaluation of Russia's rouble. It is not the first and not the last announcement of that kind.
