Yep. I thought it was around 10pm but some are saying 2-3 am. Definitely 1/23 or early hours of 1/24, recent video.
When did the live stream go down? It did go down, was this after?

Sorry wish I knew, only one video of the stream seems to exist and it's the one everyone is reposting. Looking for better quality or different video, so far nothing.
All of the live cams in Washington, DC, were "out of service" at 2:00 a.m., except for the one that you see here. The only difference was that this cam was pointed upward. You couldn't see the White House where earlier we had been able to watch a person pacing on the portico. Someone mentioned that cam was off, and when I went to look, I noticed this peculiarity. Apparently, the White House cam was returned to its usual position, and this happened. Planned? I'm still wondering how we know those are children. If this was something that nefarious, I pray to the Lord above that they interrupted anything before it happened.
