Due to the height, however the video was extremely grainy. I have found a better version (link in comments) and you can see the height difference seems to be huge between the first figure and the following ones behind it.
There's no busload, and what makes you say it's late? Sun goes down at 5:30 in DC. He could have had friends over who brought their kids. There is something wrong with you if your mind automatically goes into the gutter.
