I'm pretty sure this is a parallax issue.
The distance from the podium to the people behind is such that a small change in camera angle would create a large change in the background.
That guy in the surgical mask is way off to the side when you look at longer shots - i.e. nowhere near the girls or the Korean SS guy

The high wide shot clearly reveals the girls are missing.
This is obviously the "rehearsal" that was "cancelled". Since it was a rehearsal they probably did a few takes, spliced it together as best they could and sent it off to the stations as a "live" version.
Even if it gets exposed as not being live they have a built in excuse that they were afraid of a terror attack by MAGA. Any Constitutional challenges can be hand waved by claiming Biden was sworn in secret on the correct time and date by Justice Roberts.

now look at 1:39, it's the same camera angle but this time it pans right enough to see the young man in the mask and the girls are to his right, you can easily see the girl in white
