It's a head scratcher for sure. My pet theory is he got manic at the last second doing all kinds of Presidential things before the clock ran out. Maybe some kind of power rush.

Or a much simpler one. He's known to be extremely petty and just did it to waste people's time because he actually doesn't care about anyone except for himself, and maybe Ivanka in a sexy way.
