Nope. Trump did not call in this buildup as far as I understand. And in other cities around the country it's done by the governor.

There is no DC governor, only a mayor. Bowser can request NG but she cannot control the military.

Trump controls it all, then Miller.

He did. 100% his control, then Miller. No governor in DC obviously, just a mayor. She can request NG, but she cannot control any of the military.
