Oh and Pompeo's weird presser earlier. What am I missing?

My sentiment is "Of course many things are cooking behind the scene. One side wants all out war." :D
That's why I was hopeful for more from Mike Pompeo's statement today at VOA regardless what he really is.
His press statement earlier "Sanctioning Russia-linked Disinformation Network for its Involvement in Attempts to Influence U.S. Election" and this one at VOA; they together came out, I think, not enough for the current administration to initiate some meaningful action(s).
Since I am obviously far from being a legal scholar, I asked around:
Before POTUS could use any of the powers provided to him under the Insurrection Act or in order for him to initiate any military involvements in the current situation,
one or more the US intelligence offices or the US executive branch departments would need to officially conclude that the election results were compromised because of spheres of influence by a foreign entity or entities.
Many analysts I talked to tend to agree that the DNI report, conveniently published one day after the Jan. 06, were written specifically to avoid the subject matter mentioned above. These career bureaucrats would like to keep their jobs after Trump. They saw what happened to ODNI OIG Charles McCullough.
