This does not add up. The alleged boomer perp could not expect to score that big with a homebrew bomb, even if he had been able to research the best spot for cutting communication lines. The exact location of the lines is probably not publicly known. The lines are probably buried very deep and have extra protection against all sorts of bombs.
It would be great if more knowledgeable people came forward on the issue of important backbone connection practices.
