Strange that the RV itself was broadcasting the message on a 15-minte countdown, seems like they were trying to avoid damage to human life.

Maybe this was some part of an insurance scam for one of the buildings that were damaged?

I dunno. Fire would've been easier. Plus, they have the money to build a bomb that can do that much damage in an RV.
