That article understates the problem the SES poses. They can't easily be fired even by the president. They are above the top civilian pay grade you can achieve as a government employee. You probably remember Bruce Ohr, he is SES and caused a great deal of mischief. There are about 8000 SES members. if i remember correctly. More here:
