I'm not changing the subject. The bill had billions for Democrat ruined cities and the bill had billions for Republican ruined rural areas.

One and the same. The Democrats want money for the cities, which they destroyed and the Republicans want money for rural areas which they destroyed. The only person here changing the subject is you.
