Just like the neverending "terrorist threats", Bin Laden's forever hide-and-seek, and anthrax letters, this will be the new perpetual boogeyman that nobody can stop.
You can kill terrorists, but you can't kill the virus, so it will keep mutating and doing all sorts of magical things. They'll probably implement a threat level color chart like they did in 911.
