Yes, black money laundered from various places, especially government programs, especially blacks ops, plus a lot of big corporate interests: esp. lockheed martin skunk works, boeing

budgets ranged from 15-50 billion, with lockheed by far in the lead. they are the number one corporate interest in the SSP
