Problem. Reaction. Solution.
Create the problem knowing how the public will react.
Assess reaction. Spin the story in the media. Propagandize the public.
Bought politicians sell the solution to the general public. Only a minority know what's actually happening but are disregarded as crazy. The brainwashing is too strong.
