Because the type of people who visit TD are redeemable and insightful. The audiences you don't want are corporate establishment lackeys and social laggards.
Just so happens TD folks and messaging is highly censored, thus their landing on .win - just as /r/conspiracy has.
The other side of the political spectrum need not bolster their first amendment; their messages, regardless of breaking rules, is glorified in the MSM and Big Tech.

If this is supposed to be non partisan then why is flooding it with TD a good thing?

Unfortunately, TD content is now viewed as fringe and conspiratorial. Diversification across platforms is a good thing.
